TPP dan RCEP

Trans Pacific Partnership dan Regional Comprehensive Economic Partnership merupakan salah satu bentuk pencarian keseimbangan dunia karena adanya beberapa pergeseran kekuatan negara-negara tertentu.

Tentu dalam melihat hal ini tidak akan lepas dari yang namanya national interest baik negara-negara yang terlibat di dalamnya maupun negara lain yang akan terkena dampak partnership tersebut. Basis untuk terjadinya partnership adalah adanya FTA (free trade agreement). Memang partnership ini mencoba untuk pemanfaatn perjanjian tersebut agar dapat saling mampu mengambil keuntungan dari peluang-peluang yang ada di negara partner. 

Berikut tentang TPP:

On November 12, 2011, the Leaders of the nine Trans-Pacific Partnership countries – Australia, Brunei Darussalam, Chile, Malaysia, New Zealand, Peru, Singapore, Vietnam, and the United States – announced the achievement of the broad outlines of an ambitious, 21st-century Trans-Pacific Partnership (TPP) agreement that will enhance trade and investment among the TPP partner countries, promote innovation, economic growth and development, and support the creation and retention of jobs. 

After fifteen rounds of negotiations, the eleven countries have made significant progress toward a high-standard agreement that addresses emerging trade issues and 21st-century challenges, covering traditional trade issues in new ways as well as new trade issues not previously covered in trade agreements.

Berikut keterangan dan tujuan RCEP secara ringkas:

  1. The RCEP is a 16-party Free Trade Agreement (“FTA”) that is launched by the Leaders of the Association of Southeast Asia Nations (ASEAN) and their current FTA Partners of Australia, China, India, Japan, Korea and New Zealand at the 21st ASEAN and Related Summits in Phnom Penh, Cambodia. The negotiations for the RCEP are expected to start in 2013 and be concluded by end-2015.
  2. The RCEP initiative was announced by the ASEAN Leaders in Nov 2011 during the 19th ASEAN Summit. The Leaders established the RCEP as an ASEANled process through which ASEAN would broaden and deepen its economic engagements with its FTA partners. The RCEP would lead to greater economic integration, support equitable economic development and strengthen economic cooperation among the countries involved.
  3. The RCEP has the potential to transform the region into an integrated market of more than three billion people (over 45% of the world’s population), with a combined GDP of about US$ 17.23 trillion, which is about a third of the world’s current annual GDP.

Apa yang dapat dipelajari?

Melihat bahwa pada dua skema partenrship tersebut terdapat beberapa negara yang saling interseksi, maka perlu dilihat apa yang menjadi national interest mereka. Pada posisi  tersebut apa yang perlu diambil peluang.

Tentu dengan bermodalkan FTA yang ada belum cukup bagi Indonesia untuk dapat segera meraih penetrasi pasar global sebagai suatu yang diharapkan. Perlu pemetaan market driven yang akan dimasuki. Dan secara komprehensif melakukan penataan internal nasional untuk menentukan kesiapan produk unggulan yang akan digunakan sebagai senjata untuk memanfaatkan agreement yang ada.
